The Round Rock Home Inspector found the steel exposed to the weather. The steel reinforcing bar should be placed in the foundation forms to allow the rebar tobe fully encased in the concrete. This does not allow the steel to properly support the foundation as designed. The foundation walls should be underpinned to protect the steel from rusting.
